The Office of the Director of Public Officers’ Declarations (Directorate) is an independent governance public institution within the Malawi Government established in 2014 under Section 6(1) of the Public Officers’ (Declaration of Assets, Liabilities and Business Interests) Act. The Act provides legal and institutional framework for prescribed public officers to declare their assets, liabilities and business interests upon assuming office. In this regard, under the said Act, the Directorate is mandated to administer and manage the public officers’ declaration regime in order to promote public confidence in the public service. Furthermore, the declaration system acts as one of the tools for preventing, deterring and detecting illicit self-enrichment, abuse of office and conflict of interest by public officers, in order to curtail corruption.

MAIN DUTIES

  • Ensure the full implementation of the operational strategies and verification protocols in accordance with the Act and best practices at both local and international levels.
  • Actively lead and participate in the research and formulation of the declaration and verification models, including revision and redesign of the verification protocol and regimes in keeping with international best practices.
  • Analyse and profile all declarations to establish patterns of accuracy, correctness and authenticity in the declared information and recommend appropriate verification programming and model.
  • Develop verification plans and verify the physical existence of assets, liabilities and business interests that are declared in accordance with verification protocols and set guide lines with a view to detecting and confirm any possible errors, mistakes and misrepresentations.
  •  Search for supportive information and conduct interviews with relevant stakeholders on the verification process and comprehensively report on the findings.
  • Follow up on all tips from whistleblowers to determine reliability, viability and correctness of information before undertaking a verification program.
  • Advise and report on the listed public officers’ compliance and non-compliance with the Act and the objectives of the declaration regime in general.
  • Make recommendations on possible sanctions for defaulters under the Act.
  • Prepare and update a matrix of declarants in order to give them (declarants) adequate notice to amend their declarations consistent with section 12 of the Act.
  •  From time to time, obtain and compile lists of new appointees to or exiting officers from listed positions, from all public institutions and ensure that such officers file the required declarations within the stipulated statutory time period.

Job Title                  :          Records and Documentation Manager (Grade F/ODP3)
Reporting to            :          The Deputy Director of Public Officers’ Declarations

MAIN DUTIES

        • Head the Records and Documentation Division, and supervises relevant subordinate staff in the day-to-day performance of their duties in accordance with the Directorate’s structure.
        • Ensure that all processes and operations necessary for the timely submission of declarations by listed public officers in accordance with the Act and relevant regulatory frameworks are in place and followed.
        • Ensure that all declarations held in the repository and elsewhere within the jurisdiction of the Director of Public Officers’ Declarations (including task planning, storage, preservation and reconciliation of manual and electronic records) are accordingly and properly managed.
        • Facilitate data entry, data cleaning, digitalization and preparation of records for safe keeping and public access (including producing reports and updating records).
        • Ensure that all records/documents are kept in safe and secure custody at all times.
        • Determine and enforce best standards of records management and ensure that relevant record keeping and documents management tools and systems of the Directorate are operational and up to date.
        • Provide well-structured data and records classification systems and storage as well as indexing schemes for the Directorate in order to ease information identification and retrieval. 
        • Advise on the strategic direction on all matters relating to the Records and Documentation Division and formulate the policy and operational framework for the management of records/documents and use of records/documentation systems within the Directorate.
        • Manage the digitalization processes and the changeover from manual to electronic records management systems.
        • Resolve problems relating to records and information management by effective use of technology and other information management resources.
        • Manage and monitor the Public Access Platform of the Directorate and attend to all internal and/or external information enquiries and requests, in accordance with relevant laws and regulatory frameworks.

MAIN DUTIES

  • Direct, coordinate and lead the development and implementation of Corporate Services Strategies, Policies and Systems relating to Human Resource Management, Records Management, and all Administrative and Logistical Support Services to the Declarations Department or the core functions of the Directorate.
  • Provide leadership in the building, ensuring sound relations and engagement with stakeholders to ensure a harmonious working relationships for effective and efficient implementation of the public officers’ declaration regime.
  • Coordinate the production and submission of development policy proposals.

  • Act as, and perform the functions of a Public Relations Officer (PRO) for the Directorate.
  • Initiate and maintain public education activities to raise awareness on the Public Officers (Declaration of Assets, Liabilities and Business Interests) Act.
  • Coordinate educational and outreach programs and training events including technical, procedural and legal aspects of the declaration regime for both public officers and the general public.
  • Coordinate collaboration with partners in delivering education and training to relevant stakeholders.
  • Establish, promote and maintain regular communication linkages with all relevant stakeholders.
  • Continually monitor, analyse and manage all public and media relations issues relating to the Directorate
  • Develop annual public education plans for the Directorate.

  • Research emerging technologies and prepare the costs and benefits analysis report so that management can decide if the chosen ICT systems and computing infrastructure upgrades are financially viable.

MAIN DUTIES

  • Assist in the development of new document categories and fields for storage;  
  •  Work with the Principal Declarations Officer (Records and Documentation) to determine the institutional needs in records and documentation.
  • Provide assistance in preparing documents for scanning.
  • Collect, sort, prepare and scan documents; label and enter data into relevant storage facility or system.
  •  Convert documents to various formats, and assist in transferring data between systems.
  • Maintain scanning equipment by running calibration tests and basic cleaning; set up scanners for use; select appropriate settings for scanning; troubleshoot scanner functions when required.
  • Maintain files of official recorded documents; file and label documents for permanent storage in the facilities, and communicate and coordinate needs with various departments, divisions or sections.
  • Ensure documents are archived and properly located.
  • Provide backup to the Records Management as required.

Job Title             :    Motor Vehicle Driver (Grade N/ODP11)
Reporting to      :    Human Resources and Administration Officer
Location            :    Office of the Director of Public Officers’ Declarations, Lilongwe

MAIN DUTIES

  • Drive vehicles, deliveries or light truck, or bus; transports supplies and personnel to various destinations throughout the county for the Directorate.
  • Take care of the vehicles belonging to the Directorate or in the name of the Directorate, by inspecting and maintaining vehicle supplies and equipment, such as gas, oil, water, tires, lights, and brakes, to ensure that vehicles are in proper working condition.
  • Process all the paper work, including insurance, related to the vehicles for the Directorate.
  • Maintain the vehicle log books.
  • Report any mechanical problems encountered with vehicles to supervisor.

  • Must be able to perform general physical activities such as in handling, installing, positioning, and moving materials, and manipulating things.

  • Possess Malawi School Certificate of Education (MSCE) or its equivalent.
  • A clean class C1driving license and a defensive driving certificate.
  • Those with a motor vehicle repair and maintenance skills demonstrated by possession of at least Grade 3 Motor Vehicle Mechanic (MVM) certificate will have an added advantage.
  • Minimum of 4 years’ continuous experience as a driver, including 4 wheel drive, in an international organization or a large and well organized public or private organization.

  • The mode of interviews for all positions, except Motor Vehicle Driver, shall be in two phases of equal weighting as follows:
  • A practical power point presentation by the candidate on the relevant field, in relation to the core functions of the post being applied for. Candidates shall be notified, in advance, the topic for such practical presentation.
  • Oral interviews before an independent panel of professionals drawn from various public sector institutions.
